«Shift Left» in testing for big and government customers

Big and government customers exist long ago and are traditionally conservative. What can give them rather new approach of "Shift Left" for testing? What “rakes” can we expect during implementation and how we resolved them? Does customer need “bugs", what to do with requirements and how cognitive practices help with implementation of projects for big customers?
